On Labor Day, Governor Kathy Hochul highlighted key achievements in New York State’s mission to support and empower its workforce and protect working New Yorkers. Notably, Nassau County Executive Bruce Blakeman, the Republican challenger for Governor, not only has nothing he can point to on this Labor Day as supporting workers, improving liveability, affordability or fairness, but the trump-mini-me-wannabe has nothing to propose should he in fact win control of New York State. The only workforce he kowtows to are police (already among the highest paid in the country), despite having no objection to trump’s pardon of 1500 January 6th rioters found guilty of assaulting police, or cutting back millions of dollars in funding for New York’s police, counter-terrorism efforts and community violence prevention programs (the only one who is “defunding the police” is trump)  that under Biden contributed to historic drops in crime and violence not only in New York, but across the country. In celebration of Labor Day, Governor Kathy Hochul today highlighted key achievements in New York State’s mission to support and empower its workforce and protect working New Yorkers. Governor Hochul has worked hard to ensure New York State is a safe, affordable place to live, work, and raise a family. This year, she has successfully strengthened worker protections, enhanced Tier 6 retirement benefits, signed legislation to improve the workers’ compensation system, and expanded access to free community college for adult learners in high-growth industries. Additionally, the Governor continues to lead aggressive efforts to combat wage theft and guarantee safe working conditions, delivering on her promise to champion New York’s labor force.

“Since day one, my administration has stood shoulder to shoulder with New York’s workers,” Governor Hochul said. “We have raised the minimum wage, strengthened prevailing wage, cracked down on wage theft, expanded workforce protections, created new pathways to good-paying jobs through workforce training and free community college for adult learners in high-demand fields. This Labor Day, I am proud to celebrate our labor movement as we continue to fight for the people who make New York State stronger, safer and keep us moving forward every day.”

As a steadfast ally of organized labor, Governor Hochul remains deeply committed to supporting New York’s workforce. Building on the historic achievements of previous years, the Governor has advanced key initiatives to support, protect, and train workers across the state, including:

Strengthening Worker Protections

  • Fighting Wage Theft: Under Governor Hochul, NYSDOL can now issue warrants and seize financial assets to enforce unpaid wage theft orders following a judgment. In 2025, NYSDOL recovered more than $35 million in lost wages and collected $2.2 million in penalties from wage theft-related cases, the highest annual amount recovered since 2015. Since Governor Hochul took office in 2021, NYSDOL has recovered more than $145 million for more than 130,000 workers.
  • Prevailing Wage: In 2024, NYSDOL established New York State’s new Public Work Contractor and Subcontractor Registry. To date, 14,579 certificates of registration have been issued. Additionally, as of this year, contractors and subcontractors working on prevailing wage projects in New York State are now required to submit certified payroll records electronically. These requirements help ensure that workers are paid appropriate wages for the work they are performing. NYSDOL’s website now offers a demo video, updated FAQs, and more to help encourage compliance with both the registry and payroll submissions.
  • Worker Safety Laws Anniversary: This year marked the first anniversary of three worker safety laws that went into effect in 2025: the Retail Worker Safety Act, the Fashion Workers Act, and the Warehouse Worker Injury Reduction Program. Over the past year, NYSDOL has undertaken extensive proactive outreach efforts, visiting hundreds of retail locations, and engaging with employers and employees to ensure compliance with these enhanced protections for workers statewide.
  • The Retail Worker Safety Act requires retail employers with 10 or more workers statewide to implement interactive training programs about workplace violence, including threats of physical violence, abuse, harassment, and intimidation. Businesses covered by this act with 500 or more employees statewide must provide employees with access to a silent response button by January 1, 2027.
  • The Fashion Workers Act ensures transparency and fair treatment for models and other fashion workers by requiring model management companies and model management groups to comply with additional duties and responsibilities, as well as register with NYSDOL. Since the law was enacted, 79 companies have registered.

Improving Wages and Benefits

  • Narrowing the Gender Wage Gap: Under Governor Kathy Hochul, New York State has taken nation-leading steps to close the gender wage gap and create a more equitable labor market, including raising the minimum wage, mandating paid prenatal leave, and this year, prioritizing universal child care for all children under five years old. New York State now has the smallest gender wage gap in the nation—91.4 cents per dollar in 2024, compared to 87.3 cents per dollar in 2023.   • Expanding the Healthy Terminals Act: In January, the expanded Healthy Terminals Act took effect, extending the Act’s wage rates and health and leave benefits to part-time workers at John F. Kennedy (JFK) International and LaGuardia airports. The expanded law includes an exemption for small employers with 10 or fewer employees.
  • Working Families Hub: This year, NYSDOL launched its Services for Working Families hub, a user-friendly, online site to help families navigate available services for varying stages of life and work. The webpage centralizes resources on New York State policies and benefits, including helpful links to various New York State agency services concerning paid leave and benefits, child care resources, and resources for youth entering the workforce.
  • Workers’ Compensation Enhancements: Governor Hochul’s FY 2027 Budget made changes to workers’ compensation to fight fraud and improve access to medical care. Beginning in 2027, the Workers’ Compensation Board will administer a new grant-funded program allowing District Attorney offices to dedicate additional resources for prosecuting workers’ compensation fraud. Additionally, starting January 2028, all eligible licensed providers in good standing will be able to treat New York’s injured workers, significantly increasing injured workers’ access to health care.
  • Tier 6 Reforms: This year’s budget also included reforms to Tier 6, including:
  • Lower retirement ages for educators;
  • Reduced contribution rates and increased overtime caps for state and local workers, including members of the police and fire departments outside of New York City; and
  • Reduced employee contribution rates for UUP and PSC-CUNY members in the Optional Retirement Plan.
  • Expanding Opportunities for Employment and Training

1. National Apprenticeship Week: New York State is a national leader in providing pathways to successin exciting new careers. Governor Hochul is committed to supporting proven workforce development initiatives, like registered apprenticeships and pre-apprenticeship programs.

  • Registered apprenticeships have expanded to high-demand industries, including health care, information technology, finance, childcare, education, transportation, and advanced manufacturing.
  • As of June 30, 2026, NYSDOL supported almost 18,000 apprentices, more than 600 sponsors, more than 900 programs, and granted more than 1,300 certificates for program completion so far this year.

2. Providing Free Community College for Adult Learners in High-Demand Fields: Governor Hochul’s FY 2026 Budget established free community college for adult learners through the SUNY and CUNY Reconnect program. Community colleges at SUNY and CUNY cover tuition, fees, books, and supplies for adult students ages 25 to 55 with no degree who are pursuing associate degrees in high-demand fields like advanced manufacturing, technology, nursing and education. In this year’s budget, the Governor has expanded the list of high-demand fields to include logistics, air traffic control, and to students with prior degrees pursuing a nursing degree. The program is also expanding to Associate Programs at eight SUNY College and at three CUNY Colleges in addition to Community Colleges statewide. More than 12,000 New Yorkers have already enrolled in the program.

3. Modernizing and Digitizing Working Papers: Last year, Governor Hochul signed legislation to modernize the youth employment certification process. Under the Governor’s direction, NYSDOL is working hard to create a convenient one-stop online portal that simplifies the process for young workers, their parents and guardians, school districts, and businesses employing minors. The new system is set to launch next year.

4. Implementing several initiatives to strengthen New York’s public workforce. Among those are:

  • The Department of Civil Service is developing a new applicant management system for hiring for jobs available to the public, which will bolster and accelerate hiring practices toward matching the most qualified candidates with open positions quickly and equitably.
  • Civil Service ran successful multi-media campaigns over the past two years promoting the wide-ranging career opportunities available in New York State public service, as well as partnered with New York’s first Chief Disability Officer to deliver a campaign that highlighted opportunities for New Yorkers with disabilities.

Governor Kathy Hochul also announced that 17 landmarks across New York State will be illuminated red, white, and blue in honor of Labor Day. The landmarks to be lit in recognition of Labor Day include:

  4. The H. Carl McCall SUNY Building
  5. State Education Building
  6. Alfred E. Smith State Office Building
  7. Empire State Plaza

  10. The “Franklin D. Roosevelt” Mid-Hudson Bridge
  11. Grand Central Terminal – Pershing Square Viaduct
  12. Albany International Airport Gateway
  13. Lake Placid Olympic Center
  14. MTA LIRR – East End Gateway at Penn Station
  15. Fairport Lift Bridge over the Erie Canal
  16. Moynihan Train Hall
  17. Roosevelt Island Lighthouse

New York State Department of Labor Commissioner Roberta Reardon said, “Today, we celebrate the heart and soul of our state—New York’s dedicated workforce. As the Commissioner of Labor, I am incredibly proud of the strides we have made under Governor Hochul’s leadership to ensure New York State is a safe, affordable place to live, work, and raise a family. Labor Day is a powerful reminder of the important role collective action has played in securing rights for workers, and the New York State Department of Labor will continue to fight for safe workplaces and fair pay.”

“Since she took office, Governor Hochul’s support of the public workforce has been clear and steadfast. Under her leadership, the Department of Civil Service is reducing barriers to entry and promotion for public-service jobseekers and state employees alike,” Department of Civil Service Commissioner and Civil Service Commission President Timothy R. Hogues said. “Through NY HELPS, which temporarily waives exams for many government jobs available to the public, to opening new Computer-Based Testing Centers, which boosts access and opportunities for our dedicated state employees who seek career advancement, Governor Hochul understands that a strong public workforce helps New York families on a daily basis and makes the Empire State a great place to live and work.”

New York State Workers’ Compensation Board Chair Freida D. Foster said, “Labor Day is a reminder that every worker deserves not only recognition for what they contribute, but the assurance that they will be supported when they are injured or unable to work. As we celebrate all those in the workforce, we thank Governor Hochul for the important changes she’s helped bring about to improve the New York State workers’ compensation system for the benefit of workers and employers alike. Thanks especially, to her “game-changing” Universal Authorization legislation, workers who are injured or become ill on the job will have far more options when it comes to finding a doctor to give them timely treatment and our new anti-fraud program will go a long way in make the workers’ compensation system more fair and more affordable for everyone.”

Labor Day ‘Workers over Billionaires’ Rallies:  Nassau County, Long Island Activists Come out in Force to Stand Up for Workers

On Labor Day, Trump boasted of having fired 84,000 “bureaucrats” – you know, those dedicated public servants and experts who actually deliver government services to We the People. He didn’t mention the tens of thousands fired from the Veterans Administration or the Social Security Administration, or the 318,000 black women who were purged from their jobs because of Trump’s Executive Order declaring DEI (Diversity, Equity, Inclusion) illegal. He didn’t mention signing a new Executive Order firing people from Patent Office, NASA and the National Weather Service, or the tens of thousands already fired with the lie “for cause” by Musk’s DOGE bros, or the $2.1 billion he spent paying people not to work.

In effect, besides effectively shutting government down, Trump has violated existing labor law, Civil Service Act – but he doesn’t care.

But what hundreds of thousands of Democrats and anti-Trumper “No Kings”/”Hands-Off” activists who gathered at hundreds of “Workers Against Billionaires” rallies across the country on Labor Day, including hundreds at Nassau County’s Executive Building,  wondered was how in hell Trump and the MAGA Republicans con workers to believe Trump or MAGA are “populists” who give a crap about them.

“A vote for a Republican is a vote against labor,” declared Claudia Borecky, President Bellmore-Merrick Democratic Club, principal organizer of the rally.  “Trump fired 149,000 government workers, which wound up costing us $2.1 billion because he wound up paying people not to come into work. Are Republicans fighting to save jobs?

“A vote for a Republican is a vote against small business. The illegal tariffs impact small businesses most of all. The Walmarts can absorb some of Trump’s import tax. Small businesses cannot.  Nearly one quarter of small businesses say the tariffs will put them out of business. Millions of people will lose their jobs. Are Republicans fighting to help small businesses?

“A vote for a Republican is a vote for billionaires. The Republican Big Bad Bill should be called the ‘Billionaire Benefit Bill’. It takes healthcare away from 10 million Americans. It literally takes food out of the mouths of millions of children so that it could give billionaires an even bigger tax cut. Are Republicans helping working families put food on their tables?

“A vote for a Republican is a vote to raise our taxes. To give a tax break to billionaires, Trump is taxing us for everything we buy.  The tariffs are the largest tax hike in U.S. history. Who’s paying for these tariffs?

“A vote for a Republican is a vote to raise our taxes right here at home. Does anyone think Governor Hochul is going to let New Yorkers die in the street? Does anyone think Governor Hochul is going to let New York children go hungry? Of course, not. The loss of federal funds for Medicaid will cause state taxes to go up.  The loss of federal funds for Medicaid will cause our county taxes to go up. The loss of federal funds for Medicaid will cause Nassau’s only public hospital to close its doors.

“Crickets from Blakeman. Does anyone see Republicans fighting for us?

“A vote for a Republican is a vote for corruption. And where better to find the most corrupt Republicans, but right here on Long Island,” she said, reminding the gathered that Congressman Anthony D’Esposito lost his reelection to Democrat Laura Gillen after he was accused of labor violations for hiring his lover and his fiancée’s daughter and had been sued for civil rights violations when he was a cop. But what does Trump – ever on the lookout for the most incompetent, corrupt people he can find to install in government –  made D’Esposito Inspector General of the Department of Labor. No surprise that D’Esposito says nothing about Trump firing people he’s not allowed to fire and ignores all civil rights violations that come against this administration.

“Trump – the man who made his reputation from saying ‘You’re Fired’, now has a dictator-like banner with his face on it hanging in the front of the Dept. of Labor building. Trump’s expression basically says, ‘If  you don’t do as I say, you’re fired.’ Well, it’s time we tell Trump, ‘You’re Fired!’”

She pointed to another Long Island Republican, Lee Zeldin, who Trump appointed to lead the Environmental Protection Agency. “He kisses the ring and cancels all wind and solar incentives. They just cancelled a wind project off Rhode Island that was 80% complete. Now thousands of people will lose their jobs. And how many solar panel businesses on Long Island will go under? How many Long Islanders in that industry will lose their jobs?”

She attacked County Executive Bruce Blakeman for forming his own private militia, noting that Trump followed suit. Then Trump created his own militia, spending $170 billion to hire an army of ICE officers.   To appease Trump, Blakeman federalized Nassau County detectives and made them ICE officers.

“The only difference is that no one knows how much Blakeman’s militia is costing us. No one knows whether taking trained detectives off our streets is keeping us safe. Trump and Blakeman are following the Republican playbook. A book written by Long Island Republicans. Both are spending working families’ dollars on policies that make us less safe. And of course, both Trump and Blakeman are trying to normalize pay-to-play governments that line the pockets of family and friends,” Borecky stated.

Trump appointed Lee Zeldin, former long Island Congressman, to head the Environmental Protection Agency, who is repealing the Clean Air and Clean Water Acts, removing greenhouse gases from requiring regulation, and cancelling wind and solar projects funded under Biden’s Inflation Reduction and Infrastructure acts – he cancelled Rhode Island’s  offshore wind farm though it was 80% complete, causing thousands to lose jobs, and is cancelling Long Island’s wind projects, which will cost tens of thousands of jobs.

On that point, Governor Kathy Hochul, with Governors Maura Healey, Ned Lamont, Dan McKee and Phil Murphy  issued a joint statement:  

“We are looking for the Trump Administration to uphold all offshore wind permits already granted and allow these projects to be constructed. Efforts to walk back these commitments jeopardize hardworking families, wasting years of progress and ceding leadership to foreign competitors. Workers, businesses, and communities need certainty, not reversals that would cost tens of thousands of American jobs and critical investment. Sudden reversals would also impact countless other workers and taxpayers on scores of non-energy public projects. The U.S. markets operate on certainty. Canceling projects that have already been fully permitted–including some near completion—sends the worrisome message to investors that the work can be stopped on a whim, which could lead them to decide to either not finance different projects or impose higher interest rates that would ultimately place a bigger burden on taxpayers.”

The $1 trillion cut from Medicaid that Trump and the Republicans made are not only disastrous for the health care system, causing hospitals and clinics to close and tens of thousands of jobs lost, but “tens of thousands will die of preventable deaths,” declared Michael Hellman of SEIU 1199. “It is cruelty over compassion to pay for more tax breaks for the billionaires…We must hold  responsible the morally irresponsible leaders who are promoting this corruption.”

Nadia Marin-Molina of the National Organization of Daily Laborers attacked Trump’s mass deportation crusade, snatching people off the street based on racial profiling. “[Nassau County Executive Bruce] Blakeman said he was going after criminals, but most who are deported never get a trial, no evidence is presented. Every person has a constitutional right to due process. These people are being deported with no due process. The real criminals are in the White House. The real criminals are those getting rich by stealing workers’ wages.

“Immigrant rights and rights of all working people regardless of status are linked. If employers think they  can have workers deported, and can exploit workers without consequence, will lower standards for all. Immigrant workers are afraid of standing up for wages if fear employers will call ICE and have them deported.”

She pointed to some communities who are creating day laborer “corners” to protect workers. “The Long Island community needs to stand up…Stop local governments like Nassau County from facilitating ICE and campaign of terrorism. Fight for the right of all workers to come home without fear of being kidnapped off the street.”

Dave Denenberg said Trump “believes that if tell a lie often enough, people will believe. But we must combat the lie that Trump is ‘on top of inflation’ – we are paying more for clothing, groceries, everything, while local taxes are up 12%. Mailers attack Hochul, but she’s fighting for us.

Denenberg pointed to Blakeman’s faux attack on New York City’s congestion pricing, long advocated by city environmentalists to reduce pollution while raising funds for public transportation improvements. Blakeman is fighting to take away congestion pricing (as is the Trump administration which threatens to cut back funds), while fighting to protect the illegal surcharges on red light tickets.

Joe Scianablo, candidate for Hempstead Town Supervisor, moaned, “I’m sick and tired of being sick and tired.” He described himself as a “career public servant” – a marine vet, former police officer, former Queens prosecutor – who is standing with labor, the backbone of our town, our county, our country.

He accused Hempstead government of corruption in doing the bait-and-switch to name a new, unelected supervisor.

“Corruption has no end. It happens in back room where we’re locked out. Political insiders take care of themselves before anyone else. They broke the law and shouldn’t even be in their positions.” The former supervisor resigned (so the party could appoint a replacement wyho would run as an incumbent), and got a no-show job. “They use us as an ATM machine.

“Vote in November for change. This is not Right and Left, this is about right and wrong. This campaign is about people, labor, standing with residents not insiders who raised taxes 12 percent and gave themselves raises. When [ ‘Fibbin Freddie’] says he is a tax cutter, he is lying.”

New York State Assemblyman Chuck Lavine said, “We’re here for labor rights, human rights, women’s rights.” He attacked Trump for “what they have done to American labor – unilaterally stripped collective bargaining rights from hundreds of thousands. From the Veterans Administration alone, 400,000 workers lost their rights to collective bargaining because of an Executive Order that could affect 1 million federal workers.

Trump “has attacked workers, gutted the Department of Labor with DOGE cuts. He rolled back Labor Department rules issued under Obama and Biden allowing workers to campaign for working conditions; hampered the National Labor Relations Board,  firing the head and nominating two corporate-friendlies to steer NLRB away from its mission to support workers.

“Make good trouble,” Lavine said.

Wayne Wink, former town clerk, legislator, councilman and now running for Nassau Comptroller, attacked Blakeman and Comptroller Elaine Phillips who met with the Heritage Foundation (authors of Project 2025), giving their implicit support to the blueprint to cut millions off of health care, women of their reproductive rights, and bust unions from federal workers on down.

“It’s not just Blakeman but the entire ticket. They have all drunk the MAGA Kool-aid.”

He noted that Phillips has not conducted one audit of her Republican-led agencies – not the scandal-ridden and bankrupt Nassau University Medical Center, not the spending for Blakeman’s private militia. “They are spending county money fighting Hochul and fighting ‘We the People’.”

“Complacency has gotten us to where we are today,”Claudia Borecky later commented. “ But a growing number of people are saying ‘No Bleeping Way’. And it will be up to us to literally save democracy.”

Vice President Kamala Harris came to New York City for the UNITE HERE union convention in which she stood up for workers and labor as a representative of the most pro-union administration possibly ever, and drew a sharp contrast to what the Biden-Harris administration has done for labor and will do, and what Trump and the Republicans stand for.

She was warmly received by UNITE HERE, a labor union representing 300,000 across Canada and the United States who work in the hotel, gaming, food service, manufacturing, textile, distribution, laundry, transportation, and airport industries.

     THE VICE PRESIDENT:  Good morning, everyone.  Good morning, UNITE HERE.  (Applause.)  Good morning.

     Oh, it’s good to be in the house of labor.  Good morning.  (Applause.)

     AUDIENCE MEMBER:  We love you, Kamala!

     THE VICE PRESIDENT:  And you know I love you.

     THE VICE PRESIDENT:  You know, in 2020, in states like Georgia, Nevada, and Arizona, it was you — it was the members of this union who energized, who organized, and mobilized.  It is because of your work and your support that Joe Biden is President of the United States and I am the first woman elected Vice President of the United States.  (Applause.)  I’m really clear about how we got here….

More than a hundred years ago, in Lawrence, Massachusetts, tens of thousands of textile workers — many of them women — came together to demand fair pay and safer working conditions…

And in the decades since, the workers of UNITE HERE have taken on some of the most powerful corporations in our nation, from Big Pharma to the hedge funds, which took over casinos and put profits over workers.  And you have won — you’ve won fair pay, better benefits, safer working conditions, and protection against discrimination and harassment.

Through the power of the collective, you have transformed millions of jobs into middle-class jobs — jobs that come with the dignity that all people deserve.  (Applause.)

And I know of your work.  For many years, I have had the honor to work closely with the leaders of this union.  When I was Attorney General of California, I worked with j- — with you, with many of the leaders here to crack down on wage theft.  As a United States senator, we fought together for paid family leave and medical leave for more workers.  (Applause.) 

And as Elena mentioned, this past October, with pride, I stood in Las Vegas with the workers of Culinary 226 for your Day of Action — (applause) — (laughs) — ohh — for your Day of Action — (applause) —

THE VICE PRESIDENT:  And again, in Las Vegas, a few months later, it was my honor to join Culinary —

THE VICE PRESIDENT:  — once again — (laughs) — to celebrate your contract win.  And, my goodness, what a historic contract win: your historic pay raise of 32 percent.  Extraordinary.  Extraordinary.  (Applause.)

And, of course, this was a victory for all workers — for all workers — because, as we in this room know, when union wages go up, everyone’s wages go up.  (Applause.)  When union workplaces are more safe, all workplaces are more safe.  When unions are strong, America is strong.  (Applause.)

And President Joe Biden and I are proud to stand by your side.  (Applause.) 

So, together — together, we have fought for affordable healthcare, knowing healthcare should be a right and not just a privilege of those who can afford it.  (Applause.)

We, together — together, we took on Big Pharma and capped the cost of insulin at $35 a month for our seniors.  (Applause.)  And now, because of our work together, three of the largest drug companies in the country are capping the cost of asthma inhalers from hundreds of dollars each to just $35 each.  (Applause.) And we know how that affects so many of our babies, historically, and how expensive those inhalers have been.

And we are finally making it so that medical debt can no longer count against your credit score — (applause) — which means medical debt can no longer get in the way of someone’s ability to get a car loan, to get a home loan, to get a lease for an apartment.  (Applause.) 

Because I don’t need to tell anyone here, medical debt — well, most people come by medical debt because of a medical emergency.  They didn’t ask for it.  They didn’t save for it.  And it happens, and then they’re out tens to hundreds of thousands of dollars.  And the way it has been working is it can count against somebody’s credit score. 

Well, your credit score is supposed to be a measure of whether you are financially responsible.  It doesn’t make any sense that you would cause somebody to take a hit to their credit score for a medical emergency, and that’s why we’re getting rid of that.  (Applause.)    

In addition to medical debt, we are also addressing the issue of student loan debt.  (Applause.)  So far, we have forgiven student loan debt for nearly 5 million Americans and twice as much for our public servants, including our teachers, our nurses, and firefighters.  (Applause.)

So, UNITE HERE, I stand here as we are 137 days away from the most important election of our lifetime.  And there is a very clear contrast between who we have looked out for and who the last administration looked out for. 

Whereas the last administration gave tax cuts to billionaires —

AUDIENCE:  Booo —

THE VICE PRESIDENT:  — we gave tax cuts to families with children through the Child Tax Credit — (applause) — and cut the rate of child poverty in half when we did it.  (Applause.)  

We are also proud to lead the most pro-union administration in the history of America.  (Applause.)  We expanded the power of OSHA to make workplaces safer.  (Applause.)

As head of the White House Labor Task Force, I have led our work to eliminate barriers to organizing in both public and private sectors.  (Applause.)

And we did the long overdue work to protect the pension plans of now more than 1 million union workers — (applause) — including thousands of UNITE HERE members and retirees.  
 
On the issue of immigration, we believe in keeping families together, not tearing them apart.  (Applause.)  So, now, undocumented spouses of American citizens who have been in the country for 10 or more years can stay in the country while they apply for a green card — (applause) — and so can their children.  (Applause.)

We also made it easier for thousands of DREAMers who have graduated college to secure work permits, because our entire nation benefits from their extraordinary skill, talent, and ambition.  (Applause.)

So, the bottom line is that in all we do, President Biden and I are guided by the belief that we work for you and we will fight with you, alongside you, and for you.  
 
On the other hand, Donald Trump has made it clear time and time again —

AUDIENCE:  Booo —

THE VICE PRESIDENT:  — he only cares about himself.  He openly talks about his intention to weaponize the Department of Justice against his enemies.  He openly talks about his admiration for dictators.

AUDIENCE:  Booo —

THE VICE PRESIDENT:  Has vowed on day one that he will be a dictator on day one. 

AUDIENCE:  Booo —

     THE VICE PRESIDENT:  He said he is — and I’m going to quote — “proudly responsible” for overturning Roe v. Wade and taking —

AUDIENCE:  Booo —

THE VICE PRESIDENT:  — taking freedom of choice from millions of women in our country.

AUDIENCE:  Booo —

THE VICE PRESIDENT:  And get this.  Recently, in Las Vegas — you might have seen this.  Recently, in Las Vegas — well, it was a typical day in Vegas; it was 104 degrees.  (Laughter.)  You know what I’m saying.  But on a day that was 104 degrees and his supporters were outside, Donald Trump told the crowd — and I’m going to quote — “I don’t care about you.  I just want your vote.” 

AUDIENCE:  Booo —

THE VICE PRESIDENT:  Maya Angelou told us how we should think about these kinds of moments.  Remember what Maya Angelou said?  She said, “When someone tells you who they are, believe them the first time.”  Believe them the first time.  (Applause.)

So, we see what’s happening.  We see what’s happening.

Donald Trump and his allies, they’re working from a playbook: to attack freedoms, to spread hate, to divide our country, and to make people feel alone, to make people feel small. 
 
But in the face of these attacks, we here know the power of the collective.  And, UNITE HERE, I believe when you know what you stand for, you know what to fight for.
  (Applause.) 

We stand for freedom and opportunity.  We fight for paid family leave and affordable childcare.  We fight to lower rents, and we fight to help more Americans buy a home.  (Applause.)  We fight to secure a pathway for citizenship, including for our DREAMers.  And we fight for the dignity of all people.  (Applause.)  Because we know what we stand for, and so we know what to fight for.   
 
And in this moment, our nation needs everyone here.  We need you.  We really do.  We need you to continue to do what you know how to do so well.  You’re the best at it. 

     We need you to continue to organize.  We need you to continue to mobilize.  We need you to continue knocking on that door and practicing how to do it.  (Laughs.)  (Applause.)  And we need you to make your voices heard.

FACT SHEET: Ahead of Labor Day, Biden-Harris Administration Announces New Actions to Empower Workers— Building on the President’s Historic Support for Workers and Unions

New actions announced this week empower workers to grow the economy from the middle out and the bottom up—a core pillar of Bidenomics
 

Actions Biden-Harris Administration is taking to benefit workers are resulting in higher wages for construction workers. In August, the Department of Labor (DOL) published a final rule updating the Davis-Bacon Act prevailing wage standards for the first time in nearly 40 years.  The rule affects more than one million workers constructing $200 billion in federally funded or assisted projects, who will receive higher wages over time.  Nearly all of the significant construction programs contained in President Biden’s Bipartisan Infrastructure Law, CHIPS and Science Act, and Inflation Reduction Act require or provide strong incentives for the use of Davis-Bacon prevailing wages—which ensures even more workers will benefit from DOL’s new rule. © Karen Rubin/news-photos-features.com

President Biden promised to be the most pro-worker and pro-union President in American history, and he has kept that promise. Support for unions is at its highest level in more than half a century, inflation-adjusted income is up 3.5% since the President took office, and the largest wage gains over the last two years have gone to the lowest-paid workers. The unemployment rate is near a 50-year low, and a greater share of working-age people have a job today than at any other time in more than two decades. Under the leadership of the Biden-Harris Administration, all workers—including those who are often left behind in recoveries—are experiencing record-low unemployment rates. 

Under Bidenomics, America is seeing a historic level of public and private investment in manufacturing and new industries that will create good-paying jobs that Americans can raise a family on and build a community around. The President continues to fight to ensure all Americans get fair pay for a hard day’s work and have a free and fair choice to join a union.

In advance of Labor Day, the Biden-Harris Administration is announcing new actions this week to empower workers by investing in America’s clean energy workforce, establishing pathways into high-paying and union jobs, demonstrating the benefits of unions, and extending critical wage protections.  These actions include:

Ensuring Clean Energy Investments Support High-Quality and Union Jobs

  • Creating good-paying jobs in clean energy.  The Department of the Treasury and the Internal Revenue Service published a historic proposed rule to support good-paying jobs and workforce development made possible by incentives in the Inflation Reduction Act (IRA).  Many of the IRA’s clean energy deployment tax incentives are increased by five times if taxpayers pay workers prevailing wages and use Registered Apprentices. The Notice of Proposed Rulemaking (NPRM) provides clarity about how these incentives work, including penalty and correction provisions for those who fail to meet the requirements, and promotes worker-centric practices.  The NPRM also encourages the use of qualifying Project Labor Agreements, which guarantee workers good-paying jobs, help construction contractors finish complex projects on time and on budget, and can establish equitable pathways into construction careers.
     
  • Supporting a fair and just electric vehicle transition.  The Department of Energy opened applications for the $2 billion Domestic Manufacturing Conversion Grants program, created by the IRA. The program will provide funding for auto manufacturers transitioning from internal combustion engine vehicles and components to electric vehicles and components. In line with the President’s call for a transition that protects workers, this program will prioritize applications from facilities that are at risk of closing or recently closed and reward applicants that retain existing workers, have strong labor partnerships, pay high wages, and convert facilities while remaining in the same community.  The Department of Energy Loan Programs Office is also facilitating access to $10 billion in capital for auto factory conversions.  The Office plans to prioritize the review of applications for projects in locations with a long history of auto manufacturing and demonstrate strong workforce practices and labor standards.

Strengthening electric vehicle (EV) battery supply chains and supporting high-quality jobs, including for auto workers.  The Department of Energy is releasing a second-round Notice of Intent for $3.5 billion for the Battery Manufacturing grant programs under the Bipartisan Infrastructure Law.  The program will help expand domestic manufacturing of batteries for electric vehicles and the nation’s grid, as well as for battery materials and components currently imported from other countries.  This Notice of Intent outlines the direction for the next phase of the program, which will support communities with experienced auto workers and a history of producing vehicles, applicants with strong workforce practices, and applicants who plan to create high-quality jobs.

Demonstrating the Union Advantage

  • Conducting analysis on how unions benefit the economy.  The Department of the Treasury released a first-of-its-kind report that finds that unions help grow the economy by reducing inequality, raising incomes, increasing savings (including retirement savings), and broadening homeownership.  According to the report, which was released as part of the White House Task Force on Worker Organizing and Empowerment chaired by Vice President Kamala Harris, union members make higher wages and are more likely to earn critical benefits like retirement, health care, child care, life insurance, and sick leave.  The report also finds that all workers—even non-union workers and workers who have been laid off—experience gains from greater unionization.

Extending Overtime Protections

  • Proposing new rules that would provide millions of workers with overtime protections.  The Department of Labor released a proposed rule to increase the overtime salary threshold from under $36,000 per year to roughly $55,000 per year.  Under this proposal, more salaried employees making less than $55,000 per year and working more than 40 hours a week would receive at least one and one-half times their regular rates of pay for the overtime hours they work.  The proposed rule would extend overtime pay to as many as 3.6 million hardworking Americans.

These actions build on historic support for workers and unions since Day One of the Biden-Harris Administration, including:

Increasing Wages

  • Raising wages for construction workers. In August, the Department of Labor (DOL) published a final rule updating the Davis-Bacon Act prevailing wage standards for the first time in nearly 40 years.  The rule affects more than one million workers constructing $200 billion in federally funded or assisted projects, who will receive higher wages over time.  Nearly all of the significant construction programs contained in President Biden’s Bipartisan Infrastructure Law, CHIPS and Science Act, and Inflation Reduction Act require or provide strong incentives for the use of Davis-Bacon prevailing wages—which ensures even more workers will benefit from DOL’s new rule.
     
  • Protecting workers’ pay.  The Biden-Harris Administration has recovered more than $690 million for more than 440,000 low-paid workers across the nation.  The Administration enforces laws that protect these workers from being victims of wage theft and exploitation when they were not paid minimum wages or hard-earned overtime wages, were denied their tips, or were misclassified as independent contractors.

Supporting Workers’ Right to Organize

  • Empowering workers through education.  Recently, the Department of Labor relaunched the Worker Organizing Resource and Knowledge (WORK) Center.  The WORK Center is the federal government’s premiere online resource center providing information about labor unions and their importance to workers and communities.  While more than half of non-union workers say they want a union, only about 10 percent of these workers say they know how to form one.  The WORK Center meets the needs of workers who are seeking more information about their labor rights and lack experience in organizing.
     
  • Disclosing when federal contractors hire union avoidance advisors.  In July, the Department of Labor published a final regulation updating the LM-10 form, a form that employers must file disclosing whether they pay consultants to persuade workers concerning their organizing and collective bargaining rights or to surveil activities of employees and unions involved in labor disputes. The rule newly requires private-sector employers to indicate whether they are federal contractors or subcontractors, promoting transparency for workers and the federal government into whether contractors hire anti-union consultants. 

Expanding Workforce Development

  • Making historic investment in Registered Apprenticeships.  All Americans should have a pathway to good-paying jobs, which is why the Biden-Harris Administration invested a historic $285 million in Registered Apprenticeships in fiscal year (FY) 2023 and, in July, awarded more than $65 million in grants to 45 states to expand and diversify Registered Apprenticeships in high-demand industries.  The Administration also launched the Apprenticeship Ambassadors Initiative to amplify the Registered Apprenticeship model with private- and public-sector employers.
     
  • Launching Investing in America Workforce Hubs.  In May, the Biden-Harris Administration launched new initiatives to train and connect more workers to the good-paying jobs—including union jobs—created by the President’s Investing in America investments. Through the Workforce Hubs Initiative, the Administration is partnering with local officials, employers, unions, community colleges, and other stakeholders to ensure a diverse and skilled workforce is ready to meet the demand for labor driven by historic public and private investments in five Hubs—Phoenix, Columbus, Baltimore, Augusta, and Pittsburgh.

Fostering Equal Employment Opportunities

  • Increasing access to good construction jobs for underrepresented workers.  In March, the Department of Labor launched the Mega Construction Project (Megaproject) Program, initially designating as Megaprojects 12 Bipartisan Infrastructure Law-funded projects across the country. The Megaprojects Program provides free, continuous, on-the-ground assistance to help construction project owners, contractors, and unions ensure equal employment opportunities for underrepresented workers. Also in March, the Department of Labor announced a $20 million cooperative agreement with TradesFutures for the Scaling Apprenticeship Readiness Across the Building Trades Initiative, in partnership with the National Urban League.  This first-of-its-kind initiative aims to substantially increase the number of participants from underrepresented populations and underserved communities in Registered Apprenticeship programs in the construction industry.
     
  • Expanding access to child care and long-term care. In April, President Biden issued an Executive Order with more than 50 actions to increase access to high-quality care and better support caregivers. The Executive Order directs all cabinet-level agencies with federal job-creation funds—including from his Investing in America agenda—to consider requiring or encouraging grantees to use funds for supportive services, including child care and long-term care, to the maximum extent allowable. This action will help ensure underserved workers can enroll in, remain in, and complete training, and transition to good jobs, including union jobs. This builds on the first-of-its-kind requirement that employers seeking significant federal funds under the CHIPS and Science Act provide a concrete plan to help their employees access affordable child care, enabling more parents from local communities to access good-paying jobs. 

In his Labor Day Proclamation, President Biden declared:

     American workers are the best in the world, but over the past few decades, too many leaders embraced an economic theory that failed them and our unions.  It is called trickle-down economics.  It is the belief that we should cut taxes for the wealthy and big corporations and wait for the benefits to trickle down to workers and American families.  It is a belief that we should shrink public investment in infrastructure and public education.  It is a tax policy that encourages corporations to move operations and jobs overseas.  

     Trickle-down policies slashed investments in people and communities and allowed big corporations to amass more power while limiting the ability of workers to join unions.  It did not matter where companies made things, as long as it helped their bottom line — even if it meant losing the very workers who had helped them succeed.  Companies cut staff, shipped good jobs overseas, prioritized cheap labor, and silenced workers’ voices.  As a result, factories and businesses across the country shut down, entire communities were hollowed out, and for many working people, a path to better their circumstances would never be within reach.  People working as hard as ever could not get ahead because it was harder to buy a home, pay for a college education, start a business, and retire with dignity.  The moment we embraced trickle-down economics, we walked away from who we are and from the way our Nation was built.

     I knew our Nation could not continue with those same failed policies, so I came into office determined to build an economy that grows from the middle out and bottom up, not the top down.  And it is working.  We have added over 13 million jobs, including 800,000 manufacturing jobs.  We added more jobs in my first two years than any President in a single 4-year term because we are investing in America and Americans again.

     The Bipartisan Infrastructure Law I signed is a once-in-a-generation investment that puts Americans to work rebuilding our Nation’s infrastructure using American-made materials.  We have announced nearly 37,000 new projects since we passed the bill.  For me, it was a top priority that the overwhelming majority of these investments be covered by Davis-Bacon prevailing wage requirements to make sure the hundreds of thousands of jobs we create are good-paying jobs. 

     We passed the CHIPS and Science Act to bring semiconductor manufacturing back to American shores and ensure that the United States leads the world in innovation.  It has attracted over $166 billion in investment and ignited a semiconductor manufacturing boom.  Our Inflation Reduction Act helps build the clean energy industries of the future here at home while incentivizing companies to adopt strong labor standards.  Our American Rescue Plan includes funding to protect over two million union workers, retirees, and their families from benefit cuts to the pensions they have earned.  All of these investments mean good-paying jobs that American workers can raise their families on, many of which do not require a 4-year college degree.

     By investing more in Registered Apprenticeships and in career and technical education programs than any previous administration, we are ensuring that every American — from every region and background — can access the training and education needed to participate in our Nation’s economic prosperity.  My Administration is working to crack down on non-compete agreements that keep 30 million Americans from taking new jobs with higher wages in their field.  We are taking action to protect workers’ health and safety from hazards they may be exposed to on the job, such as silica dust and other toxic materials.  And my Administration is empowering American workers and giving working families some breathing room by bringing the cost of prescription drugs and health care down for millions of Americans. 

     I promised to be the most pro-union President in history, and I firmly believe that every worker in America should have the free and fair choice to join a union or organize and bargain collectively with their employer without coercion or intimidation.  That is because when organized labor wins, our Nation wins.  My Administration will continue to support and encourage labor unions so that workers have a seat at the decision-making table, an opportunity to speak truth to power, and the support to fight for the dignity and respect they deserve.  

     On Labor Day, we stand in solidarity with all the workers who lift our Nation to new heights and all the labor unions who give all workers power and voice.  May we continue working to restore the American Dream for every person willing to work hard in our Nation by embracing what has always been the foundation of our country’s success:  investing in America and American workers.
