The question is whether Nassau County residents will let Bruce Blakeman, seeking reelection as County Executive, get away with his malicious lies that exploit and traumatize rape victims, while at the same time, hiding his accountability for shutting down the one safe haven for victims of rape, domestic violence and abuse available to them.

Republicans from the highest office (Trump) down to the lowest local politician have made lying the key weapon in well-funded campaigns. This is the latest and most egregious.

Using a law review article written by his opponent, Nassau Legislator Seth Koslow, as a law student (when they are being taught to defend both sides of a legal case), Blakeman accuses Koslow in his campaign flyers and commercials of being “an extremist” who supports rapists instead of their victims and won’t keep women safe. (Koslow went on to become a Queens prosecutor prosecuting family law cases.)

The mailers have triggered trauma of survivors of rape and domestic violence even decades after.

Yet it is months since Blakeman’s withdrew funding for the Safe Center (formerly the Coalition Against Domestic Violence and Child Abuse), which provided the only safe haven for victims of domestic abuse in a county of 1.4 million people, forcing the service to close. At the time, Blakeman claimed to have another vendor (or the Nassau University Medical Center which was embroiled in financial scandal) to operate the shelter. But no new operator was contracted and without funding, the shelter was forced to close.

In 2023, the last year for which statistics were publicly available, Nassau County had 4,410 victims of domestic violence, according to the state’s Division of Criminal Justice Service, Newsday reported

Blakeman acknowledges in the mailers’ fine print that the damning accusations he levels against his opponent, Democrat Seth Koslow, are based on a law review article written while he in law school, where students are taught to defend both sides of a legal case.

“Americans are sick of politicians’ lies and distortions,” declared Jody Kass, founder of Nassau Residents for Good Government (NRGG), at a rally on the steps of the County Executive Building. “The insensitive, graphic mailers are triggering rape victims.”

She accused Blakeman of misogyny in trying to score political points by exploiting victims, while trying to hide away from his own actions which put women at risk of rape, abuse, even death.

“Blakeman’s disgraceful campaign lies are compounded by his actions that resulted in the shutting down of the Safe Center, Nassau’s only agency for domestic violence and sexual assault victims, earlier this year. And, his 2026 budget has zero funding for the Safe Center. Are Blakeman’s lies about his opponent intended to keep voters’ eyes off his own record of cutting services for rape victims, and victims of domestic violence? Voters demand transparency and honesty, not performative outrage coupled with a failure to act.”

Ronni Levine of Planned Parenthood Greater New York, who had worked with countless individuals seeking counseling and safety, said New Yorkers want to elect local and state representatives who are committed to protecting reproductive rights. But certain politicians are going after abortion rights, contraception and gender affirming care, cutting off grants that are creating unprecedented financial challenges, harming the ability to access care, and pushing policies that threaten bodily autonomy.

Planned Parenthood NY PAC, which endorses candidates that support reproductive freedom and health care, endorsed Koslow.

Blakeman also opposed Governor Kathy Hochul’s effort to restore gun safety legislation after the Supreme Court overturned the state’s century-old gun control regulations. At the time, Blakeman cheered the ruling, declared he wanted to expedite licensing and enable people to bring their guns into their synagogue.

Janet Goldstein of the Moms Demand Action’s Long Island group, said that gun violence is a women’s issue.

She referred to Everytown research showing that abusers with firearms are five times more likely to kill their female victims, and guns further exacerbate the power and control dynamic commonly used by abusers to inflict emotional abuse and exert coercive control over their victims. Every month, more than 70 women are shot and killed by an intimate partner. Nearly 6 million women reported having a gun used on them by an intimate partner. In 46 percent of mass shootings between 2015 and 2022, the perpetrator shot a current or former intimate partner or family member as part of the rampage. The ripple effects of firearms in the hands of an abuser extend far beyond the intimate relationship—affecting children who witness or live with it and the family members, coworkers, and law enforcement officers who respond to it.

“Guns don’t just escalate the abuse, they make domestic abuse more likely to end in death,” Goldstein said. “The trauma of domestic abuse lasts a lifetime. We need to fight for stronger laws. Instead of keeping people safe, Blakeman is exploiting the pain and trauma of domestic violence for political gain.”

A young woman recalled her own trauma of having been raped in Central Park when she was 14 years old. “It is still hard to say ‘rape,’ ‘sexual assault takes away some of the sting, but rape is true violence.” She said she was re-traumatized by Blakeman’s flyers coming into her mailbox and his commercials.

“Leaders are supposed to look out for all of us. We had a place where we could go for counseling, it even had a safe house. When I was raped, I didn’t have a safe center to go to – I was alone at a public health clinic in Jamaica Queens. I was re-traumatized by the mailings. I am tired of women and girls made to feel ‘less than’, exploited and victimized. We deserve more from our leaders.”

Lisa Saltzman, a criminal defense attorney who has represented “too many” victims, said the Safe Center was the “gold standard” to refer for services and safety. “Many survivors have to leave behind their home, their income, sometimes even their children. The Safe Center was a lifeline to regain their freedom and dignity, where they could get counseling, housing, employment, without living in fear of being raped, abused, even killed.”

“When the county supported the center, it was saying ‘You deserve to be safe, heard, free of violence at the hand of your abuser.’ By closing the center, Blakeman is saying, ‘No you don’t.’ Blakeman doesn’t care about women in Nassau County at risk of rape or being killed by their abuser,” Saltzman said.

“Stop lying and accusing your political opponent of not protecting women when that is what he is doing.” These lies are offensive and should be illegal.

Kass has been tracking and exposing Blakeman’s lies on the “Deceived Nation” website (DeceivedNation.com). “Blakeman’s lies cause damage, pain and suffering every day.”

But she said there is a through-line from Blakeman’s lies to George Santos, who committed fraud and lied his way to a Congressional seat in New York’s 3^rd District. Kass’ group, Concerned Citizens of NY03, was largely responsible for Santos ultimately being expelled from Congress, though Republicans held on to him as long as possible because he provided a critical vote. Santos was indicted, prosecuted, and finally sentenced (after pleading guilty) to 7 ¼ years, but Trump has just commuted his sentence (and his obligation to pay his victims $350,000 in restitution) after just 84 days in a cushy prison.

“In Trump’s MAGA Republican party, lying is good, is encouraged, applauded and rewarded. Santos lied and was rewarded with a seat in Congress. Caught lying, the GOP kept him.”

“Blakeman also has serious challenges with the truth,” Kass said.”He’s served as County Executive for nearly four years, having campaigned on fixing the County’s broken tax assessment system, cutting $100 million in taxes, opposing the red light camera fees and protecting our constitutional rights, particularly on healthcare decisions, among other objectives,” Kass declared.

“Blakeman has cut services for women and brought nasty, partisan, misogynistic lies to Nassau, but has he achieved any of his campaign promises? Blakeman owes voters an honest and transparent report on his accomplishments. Instead of violating voters’ mailboxes nearly every day with his litany of dark and dishonest accusations and distortions about his opponent, it’s time for Blakeman to start explaining what he’s accomplished these last four years.

Department of Financial Services Guidance Strongly Encourages Commercial Insurers To Continue Covering 100 Percent of the Costs of Recommended Vaccines

In light of continued attacks on science and health care from the federal government, Governor Kathy Hochul today announced new action to protect vaccine access across New York State. The New York State Department of Financial Services (DFS) is issuing guidance to insurers encouraging them to continue covering all vaccines recommended by The Advisory Committee on Immunization Practices (ACIP) as of today’s date. ACIP has long been responsible for issuing recommendations on vaccine use to control disease in the United States, and insurers typically provide coverage of vaccines based on ACIP recommendations. Today’s publication also reminds insurers of previously issued guidance requiring insurers to cover COVID vaccines for children. In addition, the guidance urges insurers to encourage employers and other entities who provide self-funded health care coverage to continue covering the cost of vaccines. Today’s action builds upon Governor Hochul’s Executive Order allowing pharmacists to administer COVID vaccines to ensure New Yorkers can receive the updated 2025-26 COVID shot.

“New Yorkers deserve to have the resources available to get vaccinated if they choose to, and Republicans in Washington should not be able to take that from them,” Governor Hochul said.“Vaccines not only prevent people from getting sick — they can save lives and prevent the spread of infectious diseases, especially as we approach our colder seasons and our children are back in schools.”

New York State Superintendent of Financial Services Adrienne A. Harris said,“Public health experts have been clear that vaccines are an essential tool in combating the spread of infectious diseases and lowering the cost of health care. The cost of a vaccine should not be a barrier to this critical care. DFS strongly encourages insurers to continue to provide comprehensive vaccine coverage for all New Yorkers.”

“In 2024, we lost 2,775 New Yorkers related to COVID, that is enough to fill 7 jumbo jets,” said New York State Health Commissioner Dr. James McDonald. “Vaccines are the best protection from serious illness and hospitalization. I want to thank Governor Hochul for her leadership in taking swift action to ensure that vaccines remain accessible and affordable for families across our state. By safeguarding coverage and availability, we can prevent illness, save lives and keep our communities healthy as we head into the colder months.”

New York is also working in coordination with — and helping to lead — a regional multi-state public health collaboration among Northeast states, which brings together public health leaders across the region to develop evidence-based recommendations and approaches on vaccination, disease surveillance, and emergency preparedness. The collaborative also supports state public health laboratories in sharing resources and expertise to strengthen regional readiness.

450,000 New Yorkers At Risk of Losing Healthcare Due to GOP Cuts

Meanwhile, Governor Hochul is raising alarms that 450,000 New Yorkers are in jeopardy of losing health care. Cuts imposed by Washington Republicans are expected to have a significant impact, with an anticipated nearly $13 billion affecting New Yorkers healthcare system. Additionally, approximately 1.5 million New Yorkers are projected to lose their health insurance coverage, while over 300,000 households are expected to lose some or all of their SNAP benefits.

“For months, I’ve warned that Washington Republicans’ devastating cuts would rip health care away from New Yorkers,” Governor Hochul stated. “Today, we have no choice but to confront that reality.

“Nearly 1.7 million New Yorkers rely on the [state’s] Essential Plan for health care – working moms and dads, families living paycheck to paycheck, people doing everything right and still struggling to get by. The Big Ugly Bill forced through by Donald Trump and Republicans puts every single one of them at risk of losing their care. I refuse to stand by while Washington punishes vulnerable New Yorkers. That’s why today, I’m taking action to preserve health care for 1.3 million people by shifting their coverage to our state’s Basic Health Program, allowing us to access emergency funds that would otherwise not be available.”

But, she added, even with these steps, 450,000 New Yorkers are at risk of losing their care.

“That includes 127,000 people represented by New York’s seven Republican Members of Congress, who are abandoning their own constituents to hand out tax breaks for the wealthy,” Hochul declared. “It doesn’t have to be this way. If Republicans give a damn about protecting health care for their constituents, they can act right now to pass a three-year delay of HR1’s cuts to health care eligibility and keep every New Yorker on the Essential Plan covered. And in the meantime, the Center for Medicare and Medicaid Services needs to work with us to identify more low-cost health insurance options for New Yorkers.

“There is still work to do here in New York. Many of the 1.7 million people on the Essential Plan are working part time, including at big retailers and other companies that deliberately limit hours to avoid covering health care. It’s time for these employers to stop passing the cost on to taxpayers and start providing coverage for their workers.

“The message from across our state is clear: we can act together and stop these devastating impacts before it’s too late.”

Heastie stated, ‘”Losing the Essential Plan is a devastating blow to hard working New Yorkers brought on due to the draconian measures implemented by the federal government in their Big Terrible Bill. Representatives Elise Stefanik, Mike Lawler, Nick LaLota, Nicole Malliotakis, Andrew Garbarino, Claudia Tenney and Nick Langworthy voted to give their billionaire donors the gift of tax breaks and tax cuts, and now hardworking New Yorkers will have to bear the fallout because of their actions.

President Biden has stood with law enforcement his entire career, and worked to ensure law enforcement serves all communities his entire career. And he has the results to show for it.

The President inherited a violent crime rate that surged under the prior administration. After taking office, President Biden immediately took action and signed the American Rescue Plan – which led to the largest federal investment in public safety in history, giving state and local governments resources to reduce crime and prevent violence. Even though leaders on the ground sided with the President, the Plan passed without a single Republican vote.

The President also signed one of the most significant gun violence prevention reforms in 30 years, the Bipartisan Safer Communities Act, which has helped keep guns out of the hands of individuals with felony convictions, and those who have a serious mental illness and are a danger to themselves or others.

These swift actions paid off. FBI 2023 data shows that the prior administration’s crime wave has turned around under President Biden, resulting in a record drop in crime.

In his State of the Union, President Biden described how cities across the country have used the American Rescue Plan to make historic investments in public safety and urged Congress to build on that progress, including by hiring over 100,000 new police officers accountable to the public, investing in mental health workers and community violence intervention programs across the country, and cracking down on gun crime.

But the Republican Study Committee – which speaks for 100% of House Republican leadership and 80% of its members – just released a dangerous plan that would defund law enforcement:

The Republican Study Committee is proposing defunding the Community Oriented Policing Services (COPS) program on top of other efforts to undermine law enforcement. President Biden voted to create COPS while a Senator, and the COPS Hiring Program is one of the primary ways the federal government supports local law enforcement. Each year, communities seek funding they need to hire officers to engage in community policing and crime prevention, and during this Administration, nearly 500 communities have received awards that put more than 3,700 officers on the beat.
The Republican Study Committee budget would also gut the Bipartisan Safer Communities Act and take steps that prioritize gun industry profits over the lives of the American people.
Numerous House Republicans also support abolishing the FBI and the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). Although the Border Patrol Union endorses President Biden’s tough bipartisan border security deal, congressional Republicans are blocking it, to the detriment of law enforcement and the benefit of fentanyl traffickers.

By contrast, President Biden backs law enforcement and supports programs that reduce crime:

Through President Biden’s American Rescue Plan, more than 1,000 communities across the country have invested over $15 billion to keep their communities safe and prevent crime. These include investments to avoid cuts to police budgets, hire more police officers for safe, effective, and accountable community policing, ensure first responders have the equipment they need to do their jobs, and expand community violence intervention and prevention programs.
President Biden’s budget includes $1.2 billion over five years to launch a new Violent Crime Reduction and Prevention Fund.
The President’s budget also funds his Safer American Plan, including providing for hiring 100,000 additional police officers for effective, accountable community policing.

President Biden wants to deploy $17.7 billion for DOJ law enforcement, including $2.0 billion, an increase of over 30 percent since 2021, for the ATF.

The MAGA Republicans’ extreme bill would cut veterans’ health care, jeopardize public safety, and raise costs for families—even as House Republicans separately push for trillions in tax cuts skewed to the wealthy and big corporations. Essentially the Republicans are holding the economy, and millions of families hostage. It comes down to: “Pretty nice economy you got here. Congressional Republicans are holding the nation’s full faith and credit hostage in an effort to impose devastating cuts that would hurt veterans, raise costs for hardworking families, and hinder economic growth. The Default on America Act would cut veterans’ health care, education, Meals on Wheels, and public safety, take away health care from millions of Americans, and send manufacturing jobs overseas. Outside economists say that if enacted, the Default on America Act would “increase the likelihood” of a recession and result in 780,000 fewer jobs by the end of 2024. And House Republicans are demanding these cuts while separately advancing proposals to add over $3 trillion to deficits through tax cuts and giveaways skewed to the wealthy and big corporations.

Jeopardize Transportation Safety and Infrastructure

Cut Nearly 7,500 Rail Safety Inspections. At a time when train derailments are wreaking havoc on community safety, The Default on America Act would lead to nearly 7,500 fewer rail safety inspection days and over 30,000 fewer miles of track inspected annually—enough track to cross the United States nearly 10 times. Since the Norfolk Southern train derailment, bipartisan Senators have called for more rail inspections, not fewer.
Jeopardize Air Safety by Shutting Down at Least 375 Air Traffic Control Towers. The Default on America Act would shut down services at 375 federally-staffed and contract Air Traffic Control Towers across the country—undermining safety at two thirds of all U.S. airports—and increase wait times at TSA security check points by over 2 hours at large airports across the country.
Withhold Vital Transportation Infrastructure Funding. Under the Default on America Act, the United States would stand to lose nearly $5.2 billion in funding for transit and highway infrastructure projects all across the country.

Raise Costs for Families

Eliminate Preschool and Child Care Slots. The Default on America Act would mean 200,000 children lose access to Head Start slots and 180,000 children lose access to child care—undermining our children’s education and making it more difficult for parents to join the workforce and contribute to our economy.
Strip Nutrition Assistance from Women and Children. The Default on America Act would also mean 1.7 million women, infants, and children would lose vital nutrition assistance through the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), increasing child poverty and hunger.
Raise Housing Costs for Americans. Under the Default on America Act, more than 600,000 families would lose access to rental assistance, including older adults, persons with disabilities, and families with children, who without rental assistance would be at risk of homelessness.

Threaten Medical Care for Veterans. The House Republicans’ Default on America Act would mean 30 million fewer veteran outpatient visits, and 81,000 jobs lost across the Veterans Health Administration, leaving veterans unable to get appointments for care including wellness visits, cancer screenings, mental health services, and substance use disorder treatment.
Worsen Social Security and Medicare Assistance Wait Times for Seniors. Under the House Republicans’ Default on America Act, people applying for disability benefits would have to wait at least two months longer for a decision. With fewer staff available, seniors would also be forced to endure longer wait times when they call for assistance for both Social Security and Medicare, and as many as 240 Social Security field offices could be forced to close or shorten the hours they are open to the public.
Jeopardize Food Assistance for Older Adults. House Republicans are threatening food assistance for up to 900,000 older adults with the Default on America Act’s harsh new eligibility restrictions in the Supplemental Nutrition Assistance Program (SNAP).

Jeopardize Health Coverage and Access to Care

Jeopardize Health Coverage and Access to Care for Americans. The Default on America Act would put health insurance coverage—and health—at risk for 21 million Americans. Only one state has ever fully implemented similar policies, and nearly 1 in 4 adults subject to the policy lost their health coverage—including working people and people with serious health conditions—with no evidence of increased employment.
Deny Americans Access to Treatment for Opioid Use Disorder. The Default on America Act would deny access to opioid use disorder treatment for more than 28,000 people through the State Opioid Response grant program—denying them a potentially life-saving path to recovery.

Hurt Children and Students and Undermine Education and Job Training

Gut Funding for Low-Income Students. The Default on America Act would cut approximately $4 billion in funding for schools serving low-income children—equivalent to removing more than 60,000 teachers and specialized instructional support personnel from classrooms, impacting an estimated 26 million students.
Reduce Support for Students with Disabilities. Under the Default on America Act, as many as 7.5 million children with disabilities would face reduced supports—a cut equivalent to removing more than 48,000 teachers and related services providers from the classroom.
Slash Mental Health Support for Students. The Default on America Act would limit educators’ abilities to address student mental health issues and prevent suicide and drug use by cutting funding dedicated to creating healthy learning environments in schools by about $300 million.
Eliminate Student Debt Relief. The Default on America Act would eliminate the President’s one-time student debt relief plan, denying much needed emergency student loan relief of up to $20,000 for more than 40 million Americans recovering from the effects of the pandemic. It would also block the creation of new, more affordable student loan repayment plans such as the President’s proposal to cut undergraduate loans payments in half.
Make College More Expensive. The Default on America Act would reduce the maximum award for Pell Grants by nearly $1,000, likely eliminating it altogether for 80,000 students while making it harder for the remaining 6.6 million recipients to attend and afford college.
Cut Off Access to Workforce Development Services. The Default on America Act would result in nearly 700,000 fewer workers receiving job training and employment services provided through the Department of Labor’s workforce development funding. These harmful cuts would deprive businesses of the skilled workforce they need to thrive, and would cut off worker pathways to good jobs.

State Fact Sheets:

This analysis assumes an across-the-board reduction of roughly 22% compared to currently enacted FY 2023 levels for non-defense discretionary accounts. That aligns with Congressional Republicans’ Default on America Act, which would return discretionary spending to FY 2022 levels on an ongoing basis while exempting defense spending.

Texas Catastrophe Points to Need to Prioritize Climate Action, Re-Prioritize Federal Budget (Mother Nature Can Be A Real Bitch)

With Harvey reaping its terror and Hurricane Irma warming up for its debut, Texas’ climate catastrophe is the latest example of how tragically foolish it is to invest billions to combat ISIS (hardly an existential threat), $70 billion to build a wall along the Mexico border, $1 trillion to rebuild the nuclear weapons arsenal, yet deny the reality of climate change with the attendant costs in the multi-billions of every single one of these climate catastrophes – the cost to the Treasury and taxpayers to rebuild infrastructure, to pay for public health consequences, to lose the productivity of the workforce.

“This is the costliest and worst natural disaster in American history,” Dr. Joel N. Myers, founder, president and chairman of AccuWeather, stated. “AccuWeather has raised its estimate of the impact to the nation’s gross national produce, or GDP, to $190 billion or a full one percent, which exceeds totals of economic impact of Katrina and Sandy combined. The GDP is $19 trillion currently. Business leaders and the Federal Reserve, major banks, insurance companies, etc. should begin to factor in the negative impact this catastrophe will have on business, corporate earnings and employment. The disaster is just beginning in certain areas. Parts of Houston, the United States’ fourth largest city will be uninhabitable for weeks and possibly months due to water damage, mold, disease-ridden water and all that will follow this 1,000-year flood.”

Meanwhile, around the globe there are even greater flooding disasters –1,200 have died so far and 900,000 homes destroyed in floods in India, Nepal and Bangladesh, taking with it farms and crops that will lead to the next climate catastrophe, famine.

Now Congress will soon take up a budget that proposes to slash the EPA into nothing (Scott Pruitt has already scrubbed any research and mention of climate change from the website and is doing his level best to stop any data collection), cuts to FEMA that was already $25 billion in debt before Harvey, cuts to Health & Human Services and every other social safety net. But Trump threatens to shut down government if he doesn’t get nearly $2 billion (a downpayment on $70 billion) for his border wall with Mexico.

Which has posed more of a national security threat to Americans? Climate disasters or ISIS? The wrong-headed approach to national security came to a head with a rally that drew about 60 people on short notice on Thursday, August 31 at the Massapequa, Long Island office of Congressman Peter King, who makes a great show of concern for protecting national security but drops the ball on the national security implications of climate change. (See story)

You only have to compare the horrid waste of blood and treasure because of a disdain for addressing the realities of climate change to the results of the efforts of the Regional Greenhouse Gas Initiative (RGGI) consisting of New York State along with eight other Northeastern and Mid-Atlantic states (not New Jersey because Governor Chris Christie thought it would better position him to become the GOP presidential candidate if he withdrew from RGGI and denied the reality of climate change). Founded in 2005, the RGGI, the nation’s first program to use an innovative market-based mechanism to cap and cost-effectively reduce the carbon dioxide emissions that cause climate change, is updating its goal to lower carbon pollution by reducing the cap on power plant emissions an additional 30% below 2020 levels by 2030. With this change, the regional cap in 2030 will be 65% below the 2009 starting level.

RGGI has already contributed to a 50% percent reduction in carbon dioxide emissions from affected power plants in New York, and a 90% reduction in coal-fired power generation in the state. To date, New York has generated more than $1 billion in RGGI proceeds, which are applied to fund energy efficiency, clean energy and emission reduction programs.

RGGI continues to exceed expectations and has provided more than $2 billion in regional economic benefits and $5.7 billion in public health benefits while reducing emissions in excess of the declining cap’s requirements. Analysis by Abt Associates – found participating member states had 16,000 avoided respiratory illnesses, as many as 390 avoided heart attacks, and 300 to 830 avoided deaths by reducing pollution. The health benefits in New York alone are estimated to have exceeded $1.7 billion in avoided costs and other economic benefits.

And contrary to the lie that clean, renewable energy and sustainable development will hurt the economy and increase consumer costs, the economies of RGGI states are outpacing the rest of the country and regional electricity prices have fallen even as prices in other states have increased. So even as the RGGI states reduced their carbon emissions by 16% more than other states, they are experiencing 3.6% more in economic growth. Each of the three-year control periods contributed approximately 4,500 job years to New York’s economy and 14,000 to 16,000 job years region-wide.

Meanwhile, New York consumers who have participated in RGGI-supported projects through December 2016 will realize $3.7 billion in cumulative energy bill savings over the lifetime of the projects, according to New York State Energy Research and Development Authority (NYSERDA).

New York is actively promoting clean energy innovation through its Reforming the Energy Vision strategy and initiatives. Additionally, programs including the Clean Energy Fund, $1 billion NY-Sun Initiative, $1 billion NY Green Bank, $40 million NY-Prize competition for community microgrids, and others, ensure that progress toward reducing emissions will be accelerated.

New York has devised a host of programs to incentivize local projects aimed at developing clean, renewable energy and sustainability. Most recently, NYSERDA has developed a Solar PILOT Toolkit to assist municipalities in negotiating payment-in-lieu-of taxes (PILOT) agreements for solar projects larger than 1 MW, including community solar projects.

How ironic is the climate catastrophe in Texas, the leading proponent of fossil fuels and opponent of programs incentivizing the transition to clean, renewable energy (and the localized independence that wind, solar and geothermal bring), that Harvey has damaged its oil refining infrastructure, which is already resulting in higher gas prices, not to mention taxpayer money that will be channeled to rebuild the devastation. None of those private, profit-making companies which have gouged and inflicted public health horrors should get funding from taxpayers.

Now Texas will be coming to Congress for billions in aid.

Congress should pass a law: no federal help for states that deny climate change (Florida and North Carolina actually have legislation banning the use of the term) and therefore do nothing to mitigate the consequences, and which deny altogether the concept of a federal, “one nation” government to collect taxes and provide services on behalf of all. Texas, which has cheered the notion of secession, continually supports policies intended to shrink the federal government to a size it can be flushed down a toilet, including dismantling the Environmental Protection Administration and ending environmental regulations. So let them see what that actually means. Let’s also be reminded the Texas’ Republican delegation obstructed federal aid to New York and New Jersey after Superstorm Sandy.

Too harsh? The climate deniers are dooming the entire nation and the planet to such tragic, devastating and costly climate catastrophes. Hundreds of thousands of Texans will emerge from Harvey with their homes, retirement, college funds decimated, very possibly their jobs flushed away along with the floodwaters. Tens of thousands will become climate refugees – just a small fraction of the estimated 200 million worldwide who will be forced to flee flooded coasts as sea levels continue to rise, and storms continue to ravage.

But, since Trump is so keen to dish out taxpayer billions to those he considers his base (one wonders what would happen if and when California is hit with an earthquake), Congress should impose conditions on the billions that will be sent to Texas to rebuild its infrastructure and housing: Texas should do what every other community has done that underwent such devastation: rebuild and transition to clean, renewable energy sources and sustainable, climate-friendly, low-carbon emitting structures.

Congress, which Trump just dared to defy on his tax “reform” (that is, giveaway to the wealthiest 1% and corporations while starving federal government of funding), should make sure that EPA has the people and resources it needs, that climate action is a priority, that the Interior Department does not give away Americans’ legacy (and property) for environment-destroying development, that FEMA and Housing & Human Services (now in the command of a man who dismisses poverty and bad things that happen to some dereliction of personal responsibility) are properly funded and staffed.

Trump Budget is Criminal; Ryan & Republicans are Accomplices

It doesn’t matter that Trump’s preposterously named “A New Foundation for American Greatness” budget is “dead on arrival” according to even staunch Republican, Texas Senator John Cornyn. Much of it is the long-time wet dream of Paul Ryan and Republicans whose singular ambition has been to destroy the New Deal, Square Deal, Great Society. They would eliminate the minimum wage, child labor laws, food and product safety, Clean Air & Water protections, Social Security and Medicare and most notably Medicaid, sell off national parks and monuments to mining and oil and gas industrialists. And this is before taking into account tax “reform” that would take $2 trillion out of the national budget to put into the pockets of the wealthiest and corporations, so they have even more extra pocket change to spend on political campaigns.

Indeed, the Trump budget is everything that the Republicans have been dying to do, but didn’t dare. But Trump doesn’t care. He has shown that it really isn’t hard atall to cut the budget when you really don’t care what the numbers represent,when you have no clue and no interest.

The Trump Budget is built on “Trumponomics, as Office of Management and Budget Director Mike Mulvaney proudly exclaimed, “It’s a taxpayer-first budget, going line by line through the budget, trying to put yourself in the shoes of the people who are paying for those lines….What Trumponomics is and what this budget is a part of is an effort to get to sustained 3 percent economic growth in this country again..And by the way, we do not believe that that is something fanciful.”

Indeed, this is a “tough love” approach to force malingerers off things like food stamps – it’s not non-living wages paid by companies pocketing record profits that keep workers below the poverty line that’s the problem.

“Getting people back to work. Create an environment where people more comfortable staying at …We no longer measure compassion by the number of programs or number of people on programs. We measure success by how many get off programs and have success in lives.”

But the figures don’t actually add up.

Economists from across the spectrum say that the math that underlies the main selling point for Trump’s budget, that it will “balance the budget” in 10 years, is a crock. It doesn’t take into account the $1 trillion or so in tax cuts that will go entirely to the wealthiest and to corporations that Trump sketched out; it assumes a 3% rate of annual economic growth, which would mean 50% more economic activity, which everyone says is beyond pie-in-the-sky; and it actually double-counts $2 trillion, prompting headlines like this one from Slate, “Donald Trump’s budget is based on a hilarious accounting fraud” and “The dumb accounting error at the heart of Trump’s budget “ from Vox.

Health care a right, not a privilege? Trump’s budget projects a 28.3% DROP in spending for health services, $2 trillion less spending, over a 10-year period – despite the aging and increase in population. This includes a 27% decrease in spending for the Centers for Disease Control & Prevention (imagine another Ebola, Zika or Swine Flu outbreak); 25% drop in Substance Abuse and Mental Health Services Administration (even as Trumpcare will no longer include mental health or addiction), 25% less spending for research and training, including 25% cut for the National Institutes of Health (no interest in finding therapies or cures for Zika, Alzheimers or “orphan” diseases that wouldn’t be profitable enough for Big Pharma); 40% cut for the Food & Drug Administration (let Big Pharma do what they will); 15% drop in food safety and inspection; 17% cut to the Consumer Product Safety Commission, 16% cut in already strapped Occupation and Mine Safety and Health spending even as he overturned regulations.

$1.4 trillion gap in infrastructure spending to repair decaying roads, bridges airports? Trump would cut Transportation spending by 25% cut (65% cut to National Infrastructure Investments; 50% cut to air transportation which is already woefully in need of upgrades); 28% cut to Education, Training, Employment and Social Services.

His cuts to environmental protection – on top of slashing regulations that give communities a fighting chance to protect their air, water and public health – amount to Hague Tribunal level of war criminality for what he will do to the planet, let alone our communities. The allocation is cut 27.1% – $132 billion worth – including a 34% cut in Pollution control and abatement, 42% cut in Regulatory, enforcement and research programs, 37% cut in Hazardous substance superfund ($330 million less in 2018).

Trump would end funding for the Clean Power Plan, international climate change programs, climate change research and partnership programs, and related efforts—“saving” over $100 million in 2018. He cuts out $129 million in funding for the EPA’s Office of Enforcement. He cuts out $233 million in 2018 for the EPA’s Research & Development (ie. climate change science). It eliminates more than 50 EPA programs, $347 million worth in 2018; and ends funding for specific regional efforts such as the Great Lakes Restoration Initiative and the Chesapeake Bay, amounting to $427 million in 2018.

Trump would cut General Science, Space & Technology spending by 14.7%, including 18.9% cut to General Science and basic research.

International Affairs would be cut nearly in half, including 26% cut in spending for Global Health programs; 74% cut in Refugee programs; 66% percent cut in International Disaster Assistance, 83% cut in “other” development and humanitarian assistance.”

Setting aside for a moment that Trump and his billionaire friends don’t actually pay their fare share of taxes, nor do many profitable American companies which have stashed $2 trillion in offshore accounts, the Republicans’ approach is what Hillary Clinton correctly observed, “trickle down economics on steroids.” It didn’t work with Reagan or George W. Bush. And this is even worse.

No matter: the extremity of Trump’s proposed budget, the callousness of it, will give cover to Ryan and the House Republicans and make anything they do seem “moderate”, even “compassionate.” So they cut Medicaid by $600 billion instead of $866 billion and call it a “win” for the little people; they cut the State Department by 20% instead of 30% and pat themselves on the head; they cut the EPA by 25% instead of 31%.

Here’s what Senator Elizabeth Warren (D-Massachusetts) wrote: “Speaker of the House Paul Ryan says that Donald Trump’s new budget is ‘right on the target.’ That’s all you need to know about just how devastating Trump’s budget will be for working families in Massachusetts and across this country.

“It’s obscene:

$5 billion in cuts to public education
$73 billion in cuts to Social Security
$191 billion in cuts to food stamps
$610 billion in cuts to Medicaid (and that’s in addition to the $880 billion the House Republicans are slashing in their so-called “health care” bill)

“Those are just a few of the highlights. What else gets cut? Money for children’s health care, money to combat the opioid epidemic, money for medical research, money for the Corporation for Public Broadcasting, and so much more.

“This budget is ‘right on the target’ only if the target is to sucker-punch kids, seniors, the poor and the sick. If the Republicans make good on this budget, they could deliver the final blow to America’s working families.

“We don’t build a future by ripping health care away from tens of millions of people. We don’t build a future by starving education, by letting our roads crumble and our bridges collapse, and by shutting down the big pipeline of medical and scientific research in this country.

“We build a future by making the investments in ourselves and all of our people – so the next kid can get ahead, and the kid after that, and the kid after that. We’ve done this before in our country, and we can do it again.

”Budgets aren’t just about dollars and cents. Budgets are about our values, and this budget is morally bankrupt,” Warren wrote.

Trump and the Republicans would cut out all the things that have “made America great,” and a world leader in innovation and entrepreneurship, not to mention the main tools for spreading democracy and human rights across the globe (through capitalist investment, which is what China and Russia are now doing).

This is the midst of an actually strong economy, near “full employment” and as we keep hearing, a record stock market.

The Trump budget is the essence of everything that Trump is doing to weaken the US as an economic power, a world power, and its ability to be a moral leader, that Reaganesque “beacon on a hill” of political righteousness.

As we marked Memorial Day this past weekend, a New York Times book review of “The Allure of Battle: A History of How Wars Have Been Won and Lost,” by Cathal J. Nolan, pointed out that “Generally, one side, usually the one with a smaller economy and population, becomes exhausted, and gives up. Talk about élan and audacity all you like, he counsels, but what wins wars is demography and economic strength.” That is to say, winning a war is more a matter of “hearts and minds” vs. “bombs and brigades” as we have been seeing in America’s longest wars, in Afghanistan and Iraq.

Everything that Trump has done so far (putting aside the fact that he is an illegitimate occupier of the Oval Office by selling out to an adversary government), will weaken the US as an economic power, a world power, and its ability to be a moral leader, that Reaganesque “beacon on a hill” of political righteousness.

Indeed, Trump, who cozied up to the Saudis while hectoring NATO allies and the G7, on his “epic” overseas trip, came back declaring “a home run”, while Germany’s Angela Merkel told Europe, “We can no longer depend on the US or UK. We are on our own.”

New York State, along with other “blue” states like California, already send way more income tax money to Washington than we get back while the “red” states, which so pride themselves in low state taxes and low wages get far more than they send. Like tenants with a legal fight against their landlord, I would propose that New Yorkers collect their federal income tax money in an escrow account, to pay for services that should be paid by the federal government, such as police and security protection (which Trump is threatening to cut to New York and other states that don’t cooperate in his roundup of undocumented individuals), environmental restoration, health care for those whose subsidies have been eliminated, public schools, infrastructure repair, food stamps and school lunch program.

Obama Honors National Park Service Centennial as Republicans Try to Privatize, Capitalize, Shortchange

It is beyond infuriating that Republicans, who every four years call themselves the “Party of Lincoln,” can claim the Clean Air and Clean Water acts and the EPA which were signed when Richard Nixon was president, and that on this, the 100^th anniversary of the National Park Service, we all can thank President Theodore Roosevelt, a (Progressive) Republican, for America’s “best idea” – our national park system.

That’s because these are under attack by today’s Republicans – the party of Donald Trump. Today’s Republicans bear as little resemblance to the party of Lincoln or Roosevelt as George Wallace to the Democratic party.

Republicans are so infuriated by the 22 national monuments and preserves Obama has designed during his time in office using his powers under the Antiquities Act (265 million acres of public lands and waters — more than any administration in history), that they have tried to repeal it and take the power to preserve lands from for the use of all Americans, equally, into the hands of greedy developers (a la Donald Trump).

Trump is probably thinking, “Donald J. Trump will be the president who dispatches the $19 trillion national debt – I only need to sell off Yellowstone, and maybe Yosemite,” (no doubt to the cheers of Peter G. Peterson, who is obsessed with the national debt, see www.pgpf.org/.)

As New York Times columnist Nicholas Kristof noted in his annual paean to the national parks, fresh from his hike along the Pacific Crest Trail, the most democratic place in America isn’t the voting booth, but the national parks.

“Even in the Great Depression, an impoverished America could afford to work on building paths like the John Muir Trail, yet today we can’t afford to maintain them properly,” Kristof writes. “Our predecessors pretty much invented the idea of national parks and wilderness trails, bequeathing us an inheritance of incalculable wealth. And on our watch, as we mark the 100th birthday of the National Park Service, we’re squandering it.”

Our national parks system are overwhelmingly popular – indeed, the number of annual visits to non-local parks (not even counting if New Yorkers climb the Statue of Liberty), equates to one per person.

According to a study by Linda J. Bilmes and John Loomis published in US News, the national park system is valued at $92 billion a year, but total revenue, including Congressional appropriation comes to a mere $3 billion a year. Meanwhile, Congress has cut its funding for NPS by 15 percent over the last 15 years (after factoring inflation), while its backlog of overdue maintenance projects amounts to $12 billion a year (and rising).

“Consequently, the agency is fighting an uphill battle to keep parks pristine and unspoiled as visitor numbers climb and climate change stresses natural resources in the parks.”

Despite opposition from Republicans – or perhaps because of it – Obama has during his tenure designated more national monuments using his power under the Antiquities Act than any prior president (much as he has had to resort to Executive Orders to get anything else done): Obama not only has saved natural treasures for generations to come, but has used the designations to tell a more complete story of America’s heritage, so that more of our community can feel the same sense of pride: So, in addition to preserving natural settings like Browns Canyon National Monument, New Mexico, San Gabriel Mountains National Monument and Sand to Snow National Monument, California, Obama designated monuments honoring Black-Americans (Charles Young Buffalo Soldiers Monument, Ohio; Harriet Tubman Underground Railroad National Monument), Hispanics (Cesar Chavez National Monument ), workers (Pullman National Monument, Illinois), women (Belmont-Paul Women’s Equality National Monument, Washington, DC), and the latest one, LGBT Stonewall National Monument, New York. “Stonewall will be our first national monument to tell the story of the struggle for LGBT rights. I believe our national parks should reflect the full story of our country – the richness and diversity and uniquely American spirit that has always defined us. That we are stronger together. That out of many, we are one. That’s what makes us the greatest nation on earth. And it’s what we celebrate at Stonewall – for our generation and for all those who come after us,” Obama said at the ceremony.

Meanwhile, the National Park Service and national park system has been under assault by Republicans, who not only have tried to repeal the President’s power under the Antiquities Act, but regularly introduce bills to remove impediments to private/corporate access and use of federal lands.

“This includes three dangerous new bills that would allow millions of acres of national forests to be auctioned off by the states for mining, logging, drilling, road construction and more. This would happen with no regard for current environmental protections, and could cut off access to our shared public lands,” writes The Wilderness Society’s Alan Rowsome, Senior Director, Government Relations for Lands.

Grand Canyon National Park is celebrating its 100th birthday, but potential uranium mines and logging of old growth ponderosa pine forest just outside the boundary directly threaten water quality, human health, wildlife connectivity and cultural heritage protected by this most wondrous preserve. Because the Republican-controlled Congress has refused to act on legislation Rep. introduced by Raul Grijalva, the Wilderness Society is calling for Obama to proclaim a Greater Grand Canyon Heritage National Monument.

Republicans have even blocked donations of land: for example, the National Park Service was set to receive 87,500 acres of pristine land in the Maine Woods from a non-profit organization started by the founder of Burt’s Bees, which would be used to designate a new national monument and, eventually, a new national park.

Who is responsible for blocking the acquisition? Believe it or not, the chair of the House Natural Resources Committee, Rep. Rob Bishop (R-Utah), who has led a crusade to overturn the Antiquities Act.

“When he learned that President Obama used the Antiquities Act to protect 704,000 amazing acres as the Basin and Range Monument in Nevada, Representative Bishop called that ‘shameless.’ He even said that the Antiquities Act was ‘evil in the flesh’,” writes The Wilderness Society’s Alan Rowsome. “When he was informed that Basin and Range was home to many Native American artifacts, including cave paintings, he replied ‘Ah, bull crap. That’s not an antiquity’.”

The anti-National Parks furor is bound up with climate denial and a fervent effort to shut down the Environmental Protection Agency, which is itself wrapped up in a goal of preserving the status quo for the Capitalists who currently control the economy. Of course, clean, renewable energy would be a new capitalist endeavor, creating a new generation of millionaires, but that would displace the current Power Brokers whose wealth is tied to fossil fuels.

But setting aside land does not only mitigate against climate change, the national parks are also victims.

As Obama wrote after personally visiting two national parks: National Parks — spectacular natural treasures that are available to everybody, not just the lucky few — have been called America’s best idea. Under my administration, we’ve protected more than 265 million acres of public lands and waters — more than any administration in history. I’ve been proud to build on the work of the giants of conservation and environmental protection who came before me, like President Lincoln who first protected the Yosemite Valley in 1864, and President Teddy Roosevelt, who spoke so eloquently about why our strength and future as a nation relied on protecting our precious natural resources.

But there is more we must do to protect our parks and to protect this planet for generations to come. Make no mistake: The biggest challenge we are going to face in protecting them is climate change.

That’s why we’ve worked so hard to jump-start a clean energy revolution and to build a solar industry that’s growing by leaps and bounds. That’s why we’re tackling carbon pollution through the Clean Power Plan here in America and by rallying the whole world to tackle climate change together through the Paris Agreement.

Climate change is no longer just a threat; it’s already a reality. Yosemite meadows are drying up. Bird ranges are shifting further north. Alpine mammals are being forced further upslope to escape higher temperatures. We’re also seeing longer, more expensive, and more dangerous wildfire seasons — fires that are raging across the West right now.

In the coming years and decades, rising temperatures could mean no more glaciers at Glacier National Park and no more Joshua trees at Joshua Tree National Park. Rising seas could destroy vital ecosystems in the Everglades and at some point might even threaten landmarks like the Statue of Liberty and Ellis Island. Doing nothing to stop those changes is not the example we want to set for the next generation.

We have to take seriously the idea that these treasured places could be marred or lost to history. We can’t deal with it later or think that it’s somebody else’s problem. And we can’t let climate change deniers carelessly suggest that we don’t need to get serious about the carbon pollution being released into our atmosphere or that we should scrap an international climate treaty that we spent years putting together. We can’t afford to go backward.

And much the same as clean, renewable energy is no threat to America’s capitalist model, national parks and monuments may be communally owned and enjoyed, but are also very much part of the Capitalist fabric: Headwaters Economics calculated that in 2015, non-local park visits totaled 307,247,267, spending amounted to $16.9 trillion, visitor spending (alone) supported 251,997 jobs and $8.1 trillion in income. There are whole towns, as well as tens of thousands of small businesses, that depend upon their proximity to a national park (as was dramatically demonstrated when Republicans shut down government in 2013.)

This does not even take into consideration the public health benefits of national parks, the value to families, to the benefits of personal experience. Priceless to be sure, if not incalculable.

Signing a proclamation honoring the 100^th anniversary of the National Park Service, Obama declared, “NPS parks and programs strive to tell our diverse stories, allowing us to learn from the past and help write our country’s next great chapters. In celebration of the 100th anniversary of the National Park Service, let us thank all those who — through their dedication to the mission of the NPS — help our country build on the legacy left by all those who came before us. As we look to the next century and embrace the notion that preserving these public spaces in ways that engage, reflect, and honor all Americans has never been more important, let us summon the foresight and faith in the future to do what it takes to protect our National Parks for generations to come.” (see 2016parkservice.prc.rel.pdf)

Update: Marking the 100^th anniversary of the National Park System, President Obama designated the Katahdin Woods and Waters National Monument in Maine as our 413th national park site. The park is more than 87,500 acres in size and sits along the East Branch of the Penobscot River in Maine. In addition, Obama will more than quadruple the size of the Papahānaumokuākea Marine National Monument off the coast of Hawaii, creating the world’s largest marine protected area.

OMB: Obama Would Veto GOP-Led Land Grab, ‘Red River Private Property Protection Act’

GOPWatch: This is who they are. Republican Thornberry (TX) and 7 cosponsors are pushing the “Red River Private Property Protection Act”, which would reduce federal control of federally owned lands. Essentially, it is a land grab to benefit specific donors.

The OMB (Office of Management and Budget) says President Obama would veto. Here’s why:

The Administration strongly opposes H.R. 2130, which would set aside existing Federal surveys, divest the Secretary of the Interior of responsibility as surveyor of record for the United States, and transfer lands out of Federal ownership without ensuring a fair return to the taxpayer.

H.R. 2130 would set aside existing Federal surveys of land along the Red River in Texas and would require the Secretary to commission and to accept, without Federal participation, surveys of the land approved by the Texas General Land Office. This legislation would require the Secretary to delegate her authority for determining Federal estate to a state agency, would be counter to nearly 100 years of settled law, and could reduce mineral revenue opportunities for the Kiowa, Comanche, and Apache Tribes and the State of Oklahoma.

The Administration shares the goal of providing legal certainty to property owners along the Red River, but strongly opposes the approach of voiding or nullifying Federal surveys.

If the President were presented with H.R. 2130, his senior advisors would recommend that he veto the bill.
